Best Answer:I have TaxCut also known as H&R Block at Home, and it has the updated form 5405. I just downloaded the update in order to answer your question. TurboTax probably has the updated 5405 too, although I don't use turboTax.
In my experience, it takes about 6 weeks for IRS to process your return and then to send you the tax credit and the refund.
I don't feel qualified to answer the question about transferring to a new card.
